CELPIP CLB Levels Explained What each level means, from 3 to 12
Pick a level and see what it is: the CLB and CEFR it equals, the official descriptor, what writing at that level looks like, the CRS points it earns, the Express Entry and citizenship minimums it meets, its IELTS and PTE equivalents, and the number of correct answers it takes in Reading and Listening.
Same number on both scales. Reports show M below level 3.

Is CLB the same as CELPIP?
Yes, in the only sense that matters for an application: CELPIP reports each ability as a level from M and 3 to 12, and the test maker aligns those levels one to one with the Canadian Language Benchmarks. A CELPIP 9 in Listening is CLB 9 in Listening. IRCC's own equivalency table repeats the alignment for every level from 4 to 10 and above, so there is nothing to convert and nothing to calculate: the four numbers on your score report are your four CLB levels. The only grouping IRCC adds is at the top, where CELPIP 10, 11 and 12 all count as "CLB 10 and above".
Two consequences follow. There is no overall or average level: a program minimum such as "CLB 7" must be met in each ability, so your lowest ability decides whether you qualify. And the Comprehensive Ranking System scores the four abilities separately and adds them up, so a weak ability costs points even when the others are strong. The CELPIP to CLB calculator does that arithmetic for all four at once.

CLB 4 in CELPIP
Level 4 is "adequate proficiency for daily life activities" (CEFR A2). It is the level that citizenship applications require in speaking and listening for applicants aged 18 to 54, and the Federal Skilled Trades minimum for reading and writing. On the official approximate charts it takes about 10–16 correct answers in Reading and 11–18 in Listening. In writing, a level-4 email is short, in simple sentences, with frequent basic errors that sometimes obscure the meaning, and it usually covers only part of the task. For Express Entry it is below every minimum, and it earns 6 CRS points per ability.
CLB 5 in CELPIP
Level 5 is "acquiring proficiency in everyday contexts" (CEFR B1). It is the Canadian Experience Class minimum for TEER 2 and 3 jobs and the Federal Skilled Trades minimum for speaking and listening. About 15–20 correct in Reading and 17–23 in Listening. In writing, the message gets through, but there are errors in most sentences, the vocabulary is limited, and the task is treated briefly; the level-5 samples show what that looks like. CRS points: 6 per ability, the same as CLB 4, which is why the CRS rewards moving to 6 and 7 more than reaching 5.
CLB 7 in CELPIP
Level 7 is "adequate proficiency in somewhat demanding contexts" (CEFR B2), and it is the number most candidates are chasing: the minimum in every ability for the Federal Skilled Worker Program and for the Canadian Experience Class with a TEER 0 or 1 job. About 24–28 correct in Reading and 27–31 in Listening. In writing, a level-7 answer is complete and organised, in mostly simple and some complex sentences, with errors that are noticeable but rarely obscure meaning; ideas can stay general. It earns 17 CRS points per ability without a spouse (16 with), and once all four abilities are at 7 or above the lower skill-transferability bracket opens.
CLB 8 in CELPIP
Level 8 is "good proficiency in more demanding contexts" (CEFR B2). About 28–31 correct in Reading and 30–33 in Listening. In writing, paragraphs are clear and ideas are developed with some support; errors are noticeable but do not block understanding; vocabulary is adequate with some imprecision. It is worth 23 CRS points per ability without a spouse (22 with). Level 8 is the level most often reported by candidates who are "almost there": the step to 9 is the largest single jump in the CRS table (8 points per ability) and the one that changes the skill-transferability bracket.
CLB 9 in CELPIP
Level 9 is "effective proficiency in some high-stakes contexts" (CEFR B2, upper). About 31–33 correct in Reading and 33–35 in Listening. In writing, the ideas are developed with specific support, the vocabulary has range and is used precisely, sentence structures vary, and errors are few and minor. It earns 31 CRS points per ability without a spouse (29 with), and CLB 9 in all four abilities doubles the skill-transferability points for education and for foreign work experience, up to 50 each. The tips for level 9 and above are built around the difference between an 8 and a 9.
CLB 10, 11 and 12 in CELPIP
Levels 10 to 12 are "highly effective", "advanced" and "expert" proficiency (CEFR C1 to C2). On the official charts they share one range: 33–38 correct in Reading and 35–38 in Listening. In writing, the language is precise and natural, complex structures are fully controlled, and errors are rare. For IRCC they are one band, "CLB 10 and above", worth the maximum 34 CRS points per ability without a spouse (32 with); there are no extra points for an 11 or a 12. The AI scorer on this site is conservative at the top of the scale by design, so a 9 from the scorer may be a 10 or 11 on the real test.
How to use a level once you know it
- Find your lowest ability: that is the one that decides program eligibility, and raising it earns the same CRS points as raising any other.
- Check the program minimum you need (the calculator does it for all four abilities at once) and the CRS points at stake for one more level.
- If the lowest ability is Writing, score a practice email or survey response: the report gives the level on the four official categories and lists every error, and the writing mock test runs both tasks under the official clock. For Reading and Listening, the Reading score chart and Listening score chart show how many more correct answers a level takes.
Frequently asked questions
Is CLB the same as CELPIP?
The scales are aligned one to one: a CELPIP level 8 is CLB 8. CELPIP is the test; CLB (Canadian Language Benchmarks) is the national scale that IRCC programs quote. Your CELPIP score report shows levels, and those numbers are your CLB levels.
What is CLB 8 in CELPIP?
CELPIP level 8 in that ability (about 28–31 correct in Reading or 30–33 in Listening on the official approximate charts). It is above the CLB 7 Express Entry minimum and worth 23 CRS points per ability without a spouse; CLB 9 would add 8 more per ability and unlock the higher skill-transferability bracket.
What is CLB 4 in CELPIP?
CELPIP level 4 (about 10–16 correct in Reading, 11–18 in Listening). It is the citizenship requirement for speaking and listening (ages 18–54) and the Federal Skilled Trades minimum for reading and writing; it earns 6 CRS points per ability.
What is CLB 5 in CELPIP?
CELPIP level 5. It is the Canadian Experience Class minimum for TEER 2 and 3 jobs and the Federal Skilled Trades minimum for speaking and listening; it earns 6 CRS points per ability, the same as CLB 4.
How is CLB calculated from CELPIP scores?
It is not calculated: each ability is reported as its own level, and that level is the CLB level. There is no overall average. Program minimums look at each ability separately (so your lowest one decides), and the CRS adds points ability by ability.
What is CLB 11?
CELPIP level 11, CEFR C1, "advanced proficiency in high-stakes contexts". For IRCC purposes it counts the same as CLB 10 and 12: all three are "CLB 10 and above", the top band for CRS language points.
